Why it matters
Paleto Bay is V's clearest example of geographic-tonal differentiation across a single county. Mainline GTA's prior rural areas had typically been single-register — the desert hinterland in 2004's San Andreas, the rural countryside in 2008's GTA IV (Alderney's western edges). V's Blaine County splits the rural canvas: Sandy Shores is the desert-poverty register; Paleto Bay is the coastal-fishing-town register; the Grand Senora Desert and Mount Chiliad's wilderness fill the hinterland between them. Each sub-area has a distinct tonal job.
That tri-fold rural structure is one of V's most-discussed structural innovations. Most open-world games treat rural geography as a single mood; V treats it as differentiated regional character. The pattern compounds editorially — the player driving from Sandy Shores to Paleto Bay is moving through three or four distinct regional tonal registers in fifteen minutes of in-game travel.
For GTA VI's eventual rural / non-urban architecture, the question of how the studio differentiates Florida hinterland is a meaningful structural question.
